Any idea what this is for or if it's even stock? It's on the driver's side frame right in front of the firewall (firewall is out)

This was originally a 318 car. No idea about the trans. I'll be using 400 with auto and aftermarket shifter so I won't need the bracket. I was just debating on whether or not to cut it out but I may just leave it.

Is there a difference in a manual and auto trans tunnel hump.

On the factory 4 speed cars yes, on the economy factory three speed stick cars no shruggy scope

an e-body floor looks like this scope

column shift automatic = no changes
floor shift automatic with console (ALL of them) adds a shifter, a couple console brackets & a hole for the linkage to pass thru

manual transmission requires a large hole cut in the floor sawzall covered by a HUMP (shown below) w/console adds a couple brackets

all manual transmission (3 & 4-speed) e-bodies are floor mounted & use the same HUMP

HUH? Factory welds long gone? Really? They look good to me. Consistent with the 20 or so 4 speed ebodies I've "ACTUALLY" put my hands on over the years.

He was only asking about the bracket, yes, those are crappy factory welds. Pretty easy to tell "if" you've actually worked on a car.
