On the bench while I turn the shaft I feel resistance in one spot - and then once I pass that spot its free again. I'd like to check this out before I re install it. The car did sit forever but I wouldn't think that would matter???

If it sticks at the very center of it's complete travel, that may just be adjusted a hair too tight.

There is supposed to be a tight spot, just not too tight. Finding it is one of the steps you take when properly adjusting a manual box. Read the Shop Manual section on adjusting a manual box.

The correct way is to adjust the worm gear first, then the sector shaft. Because the box should be removed to adjust, or at least disconnecting the pitman arm, many people get lazy take a 'short cut' and only adjust the sector on top of the box. This 'short cut' will get the free play out temporarily but eventually destroys the box.
