Is it possible to swap a dash pad out on a 69 Dart without removing the dash/windshield? If so, how many fasteners are there to remove?

It's no problem at all. I think it's probably 6 (or possibly 8 )nuts .You may need to remove the instrument cluster, glove box etc. to get to some of the nuts.
Its been years since I have swapped any dash pads , but I have done plenty of A B E bodies with the dash still in the car .

Been awhile since I've done an A body pad in the car but it can be done, about 6-8 fasteners on the pad itself, it's everything else that needs to be removed to get access and your arms/hands up there, most of the time it'll be by feel to find the fasteners

Can the dash pad fasteners be accessed by going underneath the dash frame and behind the cluster/glove box instead of removing the components?

Yes but its tight. The outer drop downs have hex head screws. There's 6 speed nuts that are 3/8 and best to use a 1/4 drive ratchet with long extension along with a swivel joint and it can be done We're all counting on you.

I did it on my first Mopar, which was a 1971 Dart.

You won't be able to see anything. Use the new pad to see where the studs are at to speed things up.

I think I pulled the instrument cluster out a small amount to get at one of the bolts right over top of it. I didn't have to touch any of the wires, speedo cable, ect.

I cut my fingers and forearms a couple times so some thin gloves and a long sleeve shirt are a good idea.

Your hands may go numb from holding them over your head as it's not a fast job so be prepared to take breaks if you need to.

Three fasteners removed thus far... left the tough two behind the cluster for last. I cannot even put my eyes on them. I was really hoping not to remove the cluster. No cuts at this point... wearing gloves and long sleeves.

Just realized there is no speed nut on the stud in the middle of the cluster, so now I just need to find the stud on the far left side near radius of dash/dash pad.

The new dash pad has been installed in the 69 Dart. It looked like the studs were a little shorter than the original pad studs. Other than the tight spaces and sharp edges, the removal and install went well.
