Yep - 383 baseplate only. There is a funky hexagonal rod with threaded ends that stabilizes the assembly. The wing nut you have secures the baseplate to the top end of the rod.

69 N96 4 barrel also! Holds the baseplate to the carb as the lid has two wing nuts holding it to the baseplate. I had a N96 69 GTX in the late 70s and it was on the car when I removed the air cleaner the first time.
