parking brake lever is going down to floor no resistance.brake shoes look good.master cylinder seem ok as well.

Make sure the mechanism is working correctly and pulling the cable as the pedal goes down, make sure all the linkage is hooked up correctly and has only a little slack in the cable so that it is relaxed but not flopping around. Make sure the rear brakes are adjusted correctly, only slight drag on the drums and then back off 2 clicks. That is pretty much all there is to it.

If you are not familiar with the car in question you may want to pull the drums as well and make sure all the hardware is in the place correctly as well.

The master cylinder has nothing to do with the parking brake.
Parking brake is cable operated.

There also is an adjustment on the cable itself. It's a long bolt with a nut that can be tightened down. It takes the slack out of the cable

that nut tends to be tight on the threads cuz of rust and road debris fubaring the threads. if it is real tight dont force it enough to break the bolt, spray some Kroil or PB blaster on the threads over several days & you might even run a die on the threads to clean em up so you can remove the nut and the bracket then with the die clean the threads further up so you can then reassemble with the nut screwed on further. with the parking brake pushed down if the cables under the car have slack that will tell you the problem is there (most likely) rather than the slack being inside the drum(s). EDIT if tight I'd likely wanna remove it with a nut cracker then run a die on the threads and a new grade 8 nut
