Advisable but not necessary.
'63 Dodge 330 11.19 @ 121 mph Pump gas, n/a, through the mufflers on street tires with 3.54's. 3,600 lbs. 10.01 @ 133mph with a 250 shot of nitrous an a splash of race gas. 1.36 60 ft. 3,700 lbs.

Only extreme slosh under acceleration might be a potential problem. That's the reasoning behind extending the filter to the bottom of the pan; not only hard acceleration but extreme attitudes (4-wheeling, etc.) might uncover the filter with deep pans.

If the fluid level in near FULL on the dipstick, the absence of a filter extension won't make it fail to move.
Most likely the pump failed on first startup.
