Was the cam/crank sensor sync relearned in the PCM? This should preformed anytime the engine timing has been altered or the timing belt has been removed. Sometimes will set erroneous DTCs is not reset.

I have found this to be the problem. The aftermarket sensors are junk. Had an aftermarket cam position sensor in the '04 Neon, tossed it and put a Mopar one in, check engine light disappeared.

Alaso make sure the magnet is still on the back of the cam for the cam sensor as I have seen this missing before. Most Neons will run without the cam sensor but some are hard to start. The PCM will just try different firing orders while cranking until it gets it right and then once started it dont need to look at the cam sensor anymore once it knows the firing order as it will know what coil and injectors to fire.
