Is it worth paying the big bucks to have a custom 28" rad made for my 73 400ci. wagon? I need to get the 2 core aftermarket out of there if I want the A/C this summer.. Thanks

I would be inclined to vote no. A 3 row Champion is reasonable & get the widest one you can fit in there. A 4 row would be good if you have a schroud/properly spaced fan/proper pulley ratio that will pull a ton of air especially at idle/lower speeds

Trying to find someone that makes an aluminum 28" with factory shroud holes, and under $400.. Pretty tough.,

There are plenty of 26" radiators that will cool that puppy. If big bucks means $700+ I would be real tempted to adapt a 26" rad. In my experience, the Champion is good and Mancini "Muscle Car" radiator even better. The Muscle Car radiator is made to order so they might make one with a fill plate or whatever is needed for your application at no extra charge. It would require a custom shroud which they offer as well based on your measuremwents.
