I would say it depends. No clue what you have in mind. Rule book says on an incomplete (max. 25%) weld, you need two 1.750 x 1.750 x .110 gussets per affected joint. "gussets may have a maximum of one 1/2" hole and two 5/16" holes." Or 3/4" tube gussets at least 4" long. If the joint is welded 100% and doesn't require a gusset per the spec, you can do whatever you want, cobwebs, designs, skeletonized, etc.
If the results don't match the theory, change the theory.

If the joint is 100% welded and/or a gusset is not required by the spec you are building to, it should be OK. Otherwise, I would want a division tech director or the guy who will be doing the cert to tell me they're OK before I weld them in.
