!964 Dodge RB,15 inch wheels and 27 inch tire.
Complete front end rebuild and alignment.
Car measured 26.5 inches center of front fender from the ground.
After 1 month settled down an inch is this normal.
What is the correct ride height for original car?

I imagine new springs and/or torsion bars might settle but old parts should already have settled. Any spring will lose some tension once put to use.

Also consider that one inch at the wheel is probably in the neighborhood of 1/32" of twist at the bar.

Ride height is determined by the distance from the bottom of the lower ball joints and center of lower control arm bushing. My '70 B body has a specification of 1-7/8" + or - an 1/8".
With tires properly inflated you bounce the front of the car down, allow it to settle to regular stance, measure the distance between floor and lower ball joints, add the distance from the specs for your car(check your FSM), and measure distance from floor to bottom of lower control arm bushing.
I took an old paint stir stick and using the above formula cut it to length needed for measuring. This way I can simply place it against the lca bushing and if it barely scrapes the floor I know I'm where I need to be. Bounce the front of the car a few times and recheck.
