I have figured it out that the steering shaft is not ground. Can anyone help me with how to ground the column?

I think OE uses a short pigtail with a ring terminal on each end & iirc one end goes to the col and the other to the dash frame. (from one of the large bolts on that seperate "plate" to one of the thin vertical bolts that hold the plate/col up in position) If a jumper wire with alligator clips lets the horn sound I would just duplicate that. piece of wire/2 terminals/crimp/solder
