If the master cylinder is full then you should try bleeding the brakes. You need to do some diagnosis before you will know what's wrong. If the pedal is going down slowly then it could be the master.

Not ABS correct? (not sure if that changes things dramatically but I want no surprises & I dont know that system). any recent brake work/parts changed? Just one day it went to the floor? (1) "bench" bleed the MC on the vehicle (put a block under the pedal to keep pedal travel to it's normal range that it (worn bore length area) is used to by guestimating normal pedal height when depressed & be conservative). (2) reconnect 2 MC lines & bleed all 4 corners. if still bad then rebuild/purchase a new/rebuilt MC

my '06 has hydro boost. is that because it's a cummins with a turbo and isn't always under manifold vaccum? (is yours a hydroboost?)

No idea what hydroboost feels like when it goes bad. does a lack of pressure from the Power Steering pump cause a hard or soft pedal? (I guess I need to go out and pump my brakes with the engine off to see what happens...haven't done that yet, I just assumed it was like any other brake system where the pedal gets hard due to loss of power assist)

my first guess would be that something went out in the master, maybe a seal on the piston or the bore has corrosion and the fluid is bypassing?

On a hydraulic brake system the pedal should act the same no matter if vacuum, electric, or hydraulic assist. The system required by law must work less assist. With that being said a pedal should be firm and work less assist. If sitting still and the pedal is there and slowly drops away its one of two things. A leak which the op says he does not have or a master with an internal leak.
