It's all the junctions and the headlight switch that's sapping the power to the headlights. If the Halogens still aren't doing it for you, try swapping in a set of H4s (and H1s [IIRC], if you have a quad light car.) They really put out a lot of light, and the beam is better controlled, so oncoming drivers are bothered by it.
