Far be it for me to disagree with Scott but here is a 67 survivor I am working on in PA. Or maybe I should say it was a survivor before I started working on it. You can see the body color around the full wheel colors, all of which is original.
Neat car, 273 Commando console 904, non S car. Will end up 408/727/8.75 with 3.91s.

Scott is right, that was the Chrysler plan on wheels, if it got hubcaps then the wheels were body color, any other wheel covers and you got black wheels. Of course with Chrysler you can never say never, but you also must take a look at the broadcast sheet to prove anything with wheels/wheel covers. If you have known the car since new then we have to believe you, if not then the wheel cover could have been put on at anytime if the original owner (or any other owner) didn't like the hubcaps. 
The funny thing about science is that if you change one miniscule parameter you change the entire outcome to the way you want it.

I ordered my 69 Barracuda with full size hub caps. The broadcast sheet says under wheel, "X9". X9 is the 1969 color code for PPG/Ditzler 9300 exterior Black Velvet body color for Plymouth, same as 9300 Dodge Black.
Ditzler code 9300 was a carryover color from at least 1968 and maybe 1967.
1969 black wheels were gloss body color black.
If you don't see two dolphins, you need a vacation.
