Yep you have a pretty significant LOAD on the motor to reach the point where vac seconadries open! I once wired a contact switch on the secondary linkage, to a light in the car, then drove it just to make sure they really were opening. Even with the adjustable can and the lightest spring you really had to get on it to get them to open very far. This was on a 750 vs 440 Auto

Put a paper clip on the rod coming out of the vacuum pod, then go drive the car. If the clip is moved, your secondaries are working. You may just need to spend a little time fine tuning your carb to the engine.

When the carb is still off the car I test the vac sec operation with compressed air. Just open the throttle all the way by hand and blow compressed air through the venturi that feeds the vac sec pod. You should be able to visually verify if everthing is in working order. It may take a little trial and error to find just where to flow the compressed air.
Too many cars, too many parts, too little coin, too little space to work in, too little time left to make it all happen!
Update: down to one ride, still too many parts, a little more jingle in the pocket, gaining space, and it's going to happen this year!
