(1) I believe you'd have to drill it out. I'm assuming it is extremely worn & needs to be replaced tho I have not run into that (yet). (2) Take off the st wheel & a bit more as needed till you can see the cyl mechanism & I believe there is a pin you need to depress so the cyl can come out with the key in it

be carefull as to not nick the surrounding material while drilling it out which could cause a stress riser that could crack the shaft over time as the shaft is under constant compression/tension while you are driving. After you get it out I'd slightly heat the shaft & freeze the new pin so it'll slip in easy & as you know get it exactly centered immediately. Are you sure it needs to come out? Use a drill press & have a helper hold the steering wheel end horizontle while you do the drilling starting with a small bit & use a rag wrapped t protect it so as to not make any nicks/scratches on the end you're working on
