is the 3-4 rod journal most Likely to suffer from oil starvation and burn the bearings on a hemi?
If so, why and what is the cure?

No. Why would you think so? The HEMI is the same as any RB.

Normally its the 5-6 being the last inline but thats
the way it is on all of the BB and even SB

I bought a Hemi years ago in "unknown" condition. when I tore It down the number 3 rod bearing was toast. Then I blew up another one in 2010 when I accidentally over-revved it. Rod Number 3 went thru the side of the block and when I looked at the #3 crank journal it was all black. So I'm just wondering if it is a Pattern

It was either tight or had some trash blocking the
port... actually the number 7 is the weak one if I
remember right

Either 6 or 7 if the stock oiling system is used since a bunch of oil gets fed upstairs rather than going to the rods.

Just bad luck or poor assembly techniques.

The one that I blew up myself was driver error. Racing at night with no dome light, I accidentally set my 2 step launch controller for 9300 rpm instead of 3900. When I matted the gas with the clutch in preparing to launch, I think it hurt it. I aborted that pass, and it blew up on the next one. It wasn't built for that rpm, it only had a half inch internal oil pickup.
