I can say with some confidence it's due to a pulley or bracket reinstalled incorrectly. I have done mix 'n match on these parts between steel and forged crak BB's many times and the spacing is the same and everything will line up. That is, if everything is swapped as one set.
I will also ashamedly admit I once reversed the water pump pulley and.... well, you know the rest.
Cast crank engine now with steel crank: All brackets and pulleys from the cast crank engine.

I stroked my 400 ( cast assembly ) with 440 forged crank and correct dampener to forged crank with offset hole ( 70s setup ) to reuse my original stock pulley. Everything lined up perfect.
With a Charger born in Chrysler assembly plant in Valencia, Venezuela
