why would there be water fittings on a dry intake manifold?

Since the water fitting are in the heat crossover portion of the manifold they are probably there to warm the manifold because the intake gasket has the crossover blocked off. In an enclosed(inboard) install I don't think you would want the chance of an exhaust leak that close to the carbs and fuel lines. Too big of a fire risk for the Coast Guard to approve.

If you really want me to look, I can find my ChryCo Marine books/manuals and let you know for 100% certain.

If you look at one of the early 361/413 C.I. Chrylser industrial engines, they route water through that area also
