I got mine at a local craft type store. You break the seal on the pen and depress the tip and paint starts to flow. It was very easy to get the paint to flow to where it did not leave any marks. You still have to be a little careful but it is 10 times easier than using a brush.

Another vote for the pencil eraser. I used a new pencil with a perfect eraser. Spread a little Testors model paint on cardboard, and lightly daubed the eraser in it, then wiped the excess until there was just a faint film of paint on the eraser, then started daubing my letters.
It's a no-brainer, very cheap and easy, and the results are fantastic.
