Remove the lead plugs in front of the idle mixture screws on the outboard carbs. and adjust them in so they bottom out GENTLY and then back them out 1/4 to 1/2 turn and see how it idles then On the center carb. adjust the idle mixture screws on the metering block out about 1 1/2 to 2 full turns from lightly, gently, bottomed out also Me thinks the timing cover and the crankshaft balancer are not in time with each other, hence the 22 degrees initial timing You can remove the number one spark plug and use a small thin screw driver through the spark plug hole to find the true TDC with the piston at TDC, then look at the balancer marks, be very careful though while doing the piston TDC check

i was thinking this too but more along the lines of the hub slipping on the balancer?

could be, however if it has an aftermarket t-chain cover it's probably just not very accurate. My factory cover is off a tad.

Outboards: Remove the lead plugs
Set the outboards idle adj screws out 1/8 turn ccw

Six paks idle on all 3-lot's of times the outboard mixture screws need 1/4 -3/8 turn
outboards are always contributing fuel,always

timing is 22 degrees due to chain stretch-don;t worry about it.

chain stretch would make sense but this engine was just rebuilt if i'm reading everything right. who would reuse a timing chain on a fresh rebuild but it's possible it's not lined up! many possibilities! and i suggested shutting down the outboards only to remove them from the mix and develop some sort or base line.

this could be the very reason the car was sold. could not get a good tune and gave up. if possible, get a timing wheel on it and check the cam install. was the info for the cam given?
