Take the gasket off one side. Put intake back on and snug the bolts on the side with the gasket still made. Look to see if the intake lifts up when you tighten the bolts. If everything looks good slide a feeler gauge in and see how much gasket thickness you have on the gasketless side. Your intake may be milled too much or have the wrong angles milled into it.
How much crankcase pressure you have?

I would try trimming the extra gasket material the is not sealing anything.
It appears there is a good crush on the gasket at the bottom though.

thats an idea, but how will get that much oil on the valve after the motor is shut off? could be multiple problems here. I can see oil coming by the gasket while the motor is running but can't figure out where it is coming form after it's shut off

How does the inside of the intake manifold look? The reason I ask is that a few years ago my son had about 1/4 inch piece of an intake valve break off on Number 3 cylinder. It made its way across the intake manifold and landed on the top of a piston on the passenger side of the engine. Had to pull that head too so we could get the piece out. So one port could be leaking and then being sucked into the other ports.

Tony if you are getting that much oil sitting on top the valve it HAS to be getting in there after shut-down. To do that it has to be draining from somewhere such as a spring seat or rocker lubing bolt hole. The intake face is to far above the lifter valley to be leaking into the port after shut-down. Pull the distributor and prime the engine with a drill. Take an old oil can and pump oil into the spring pocket on top the head with the rockers backed off to see if its a spring seat. If it is you can epoxy a hardened spring shim in place. Just some thoughts on what it may be.
I agree already thought about doing that. i may just block the heads a little so the oil wont drain so fast. not that it needs that
