Shop I work at has a '68 Charger that I may be interested in, but I have a few questions on. VIN number is XP29F8B173056. First of all, the VIN tag is riveted on upside down with regular pop rivets, which kind of makes me question it. The numbers on the bottom of the fender tag are 059123, however the body is stamped 8X851565. The car is showing some original red paint, and the paint code on the fender tag is PP1. Owner says he has a title that matches the FIN. Should I steer clear of this car? It's not in bad shape, but definitely is a project.

body number and fender tag numbers never match the vin prior to 1969

The body stamp should be:
B8X (B= Hamtramck Plant, 8 = 1968 model year, X = first letter of VIN)
The remaining numbers should match the last numbers on the bottom of the fender tag. From what you typed, it appears they do not.
