There have been a number of people/companies using '70 vintage 14" centers & 15" hoops from "rallye" (real or reproduction) or Oldsmobile Super/Stock wheels to make "450 clones", some with part numbers & dates.

Who does them currently?

I recently has a set made by Dr Diff (Cass Eslick). He does in fact use original, period correct 14" Mopar centers and Olds Rallye outers. They turned out beautifully. Cass is an outstanding guy to work with. He goes the extra mile for his customers. A credit to the hobby to be sure.

For me cost was not the main consideration. It was finding an outfit that would make them and do it right. 1k shipped for a set of four complete and powder coated. For me it was money well spent as my steel wheel cuda will be sporting equally spendy polyglas GT's. The steel wheels have to be right in order to pull off this unique and original factory look. It may be more than some are willing to spend but for me I was fortunate enough to be able to pull it off.

Rick Kreuziger can stamp them.

However, the Wheels that Cass makes have a minor difference when compared side to side to a set of real 450 wheels....I mean really minor, but there is a difference, I dont recall what is it exactly.

Now there is another steel wheel which is not the 450 but is a different number, just as rare as the 450 wheels, but they are not stamped 450 and they are the exact same wheel. I bought a set of those for my 71 cuda 440.6 car and had Rick Kreuziger www.restorick.com restamp them with the correct "450" designtation and the proper date codes for my car. They cant be told from the real thing! And it was cheaper than finding the correct 450 date coded wheels for my car....

I think the only difference is the location of the valve stem varies slightly.

I saw that the guys at Glen-Ray radiators were recreating 'H' wheels. They had samples at Carlisle/Nats. I believe they are also looking at doing 450 wheels.

For that matter next time you need a clean fender for your project make sure its an RT fender, otherwise ditch it for having the emblem holes in the wrong place (even if it is a NOS fender)!!!

I think it is drawn at the engine block, tranny, and stampings on the rad support, trunk lip and cowl (if applicable). Personally I don't care about the numbers but I'd like to have a set. I think it is similar to me buying repo side marker lenses with all the numbers and markings. Maybe the concern would be with the part being misrepresented in the future. I don't think the fender comparison is a good one.
