After taking the intake off to see why I don't have any oil pressure I noticed not all the roller are centered on the cam lobe. their not off the lobe,just not perfectly centered. Is this normal???

Sometimes the off set of the rocker arms, can be a cam profile?
check and see if it consistant with others, if not more inspection needed!! If not call the cam maker for advise!

Your not the first to see this Block castings are not perfect so you egt what you get, that may be the reason for World to sell some of the hemi replacement blocks with lifter bores not machined into them

You would need to measure each lifter bore to see if
they are all spaced properly... and thats not likely..
but within factory limits... but yes I have seen it
on lots of my junk(maybe .015 off)
