The question is very vague, I don't think the rear suspension is the limiting factor of how "quick" a car can be. There are many more variables which will come into play before you can say that the Ladder bar suspension will not let me make it faster.

Is 7s fast enough.. I was low 9s with ladder bars
in my old chassis but I changed over to a 4-link..
my car was violent with ladder bars.. but I put
ladder bars in my Rampage... but I only want 10.0s
in that car

I think the limiting factors to run in the 8's are the front suspension and motor not the rear suspension assuming the weight is reasonable. I know three friends who run B/Gas (8.60) with ladder bars. You need an aftermarket front suspension or tube frame (square or round) front clips that will work at say 140/150 mph along with a muscular Big Block. Just money

I would go with a 4-link over the ladder bars.. way
less violent and can handle all types of track conditions .. JMO

The car I'm buying has ladder bars and a tube coil over front.
I'm thinking a BB. I have a Lenco I'd like to put behind it.
The car weighs 2800 lbs with a SB in it.

I'll sell you my car.. it weighs 2400 with in in it
turn key with my W-9.. runs high 8s with the mild cam..
4-link and strut front end

my dart has ladder bars, hooks on any track without any work and runs 8ohs. Go for it you will be fine.

Yeah... QA1.. I had them all over on the adjustment..
the only thing that would calm it down was lower
launch rpm with more tire pressure... then it was
1.24-1.25 60'

I had them in the lowest hole... I even added 1 more
hole lower to try and soften the hit

Going 8.50s to .90s won't be hard to do in a 2800 lb ladderbar car, but as Mike and others stated, they tend to be violent on the hit, and the car would need loooooong wheeliebars to run its' best. AMHIK. Even with 53 percent over the nose and a 106 WB, it is violent and would easily go on the bumper on any launch with some bite. That is with a Torqueflite, 33.6 tall tires, 4.56 gears. If you like the car , consider the possibility of going fourlink down the road if you are after the ultimate in adjustability. I live with mine because I like the violent launch. Its a blast!

My 64 Belvedere has run 9.30 on 10.5. I run a 36" bar. It would hook in a mud puddle. No issues at all so far. I'm actually going to try now to make it spin in quest of quicker 60 ft.
