This is a throttle body EFI and still has many drawbacks of a carb. OEM's quit using throttle bodies years ago for good reason, port fuel injection is MUCH better. If you're going to spend the money on EFI, you really want port injection. Yes it does cost a little more because you need a special intake manifold and 8 injectors....but then you have all the benefits of EFI not just half of them.

I believe you biggest issue is the return line size. Common sense says otherwise, but the 1/4" vapor line inhibits proper operation of the regulator, causing intermittent problems. If motor is mild, it might better to use 1/4" as supply, up the pressure a bit.
Any EFI's guru's concur?
are just add another 3/8" and forget about it.
Reality check, that half the population is smarter then 50% of the people and it's a constantly contested fact.

Keep in mind if you put the pump in the tank you will need to baffle it or run an external reservoir. The pump will pull air causing a lean condition on low fuel levels around corners. Also you will need a bigger return line usually the same size as feed line.

I used these guys ( http://www.radiumauto.com/ ) surge tank. They make nice stuff.
1970 Plymouth 'Cuda #'s 440-6(block in storage)currently 493" 6 pack, Shaker, 5 speed Passon, 4.10's 1968 Plymouth Barracuda Convertible 408 Magnum EFI with 4 speed automatic overdrive, 3800 stall lock-up converter and 4.30's (closest thing to an automatic 5 speed going)
