Wheels came with black paint on them, they needed to be prepped pretty good because we did find some spots that had poor adhesion. Gave them a coat of epoxy primer, then base/clear paint.
I've (luckily) come across a few 450 wheels in the past year. One I sold (thanks, Moparts), the other I traded a date-coded starter for it. That wheel is the date code I needed & is going in the trunk of my '70 Charger R/T. They're out there, but are TOUGH to find.
