Where they ever available as an option on a 69? I've seen two cars recently that had them , one car was so original (well worn) that it looked like they were factory installed.

Nope. Not 68 or 69, and I think also 70.
Could be added by the dealership or later on in an attempt to "dress up" the car, or an error on the assembly line is possible but not likely.

M26 option on Road Runners in 69 and 70 not sure about 68

In 68 the RR was pretty basic, with the popularity the 68 received for the 69 model year they added lots of options for broader market appeal

These seem to agree with what I remember. I have only seen 69's with moldings back in the day, a convertible a friend bought off the original owner in 76 and a high optioned A/C car, both were very original, perhaps they could have been dealer installed?

Then there's the never say never Mopar rule. Need to see a window sticker or build sheet with the code on it. All I have on file in that era are WS, WP, WM'S AND XP29's, no Plymouth build sheets

Dealer Ordering Guide specifically states NA on Roadrunner. I've never seen an original RR of that vintage - even when they were new at the dealerships - with W/O moldings, nor the 7 I owned.

No wheel lip mouldings...I don't think even the Sport Satellite had full wheel lip mouldings? If you see a Runner with them, somebody retrofitted them.

I am pretty sure the 69 Sport Satellite had wheel lip moldings.

It always seemed they were being offered to me as GTX moldings when I was trying to roundup a set for my 69s.

i think they are made out of SOLID GOLD with a light chrome finish.
