Ok now that I have my roadrunner going I'm trying to address the horn. When I attach the connector to horn it stays on. So obviously I have it disconnected. I've put new turn signal switch and steering wheel button is not touching anything to weed those responses out. In fact I can disconnect the turn signal switch connector plug and horn still goes off. Has new engine harness. So obviously it's between bulk head and turn signal switch . Anybody have this problem? Under dash wiring looks great other than the amp gauge wasn't working so I just hardwired them together. I believe horn power does go through those wires. I don't know I've been up and down schematic and ant find any issues short of unwrapping the entire dash harness. Is it possible the horn it self is grounding out internally?

The relay should be under the dash. It might be stuck on. That would be the first place to check.

So a 70 runner w beep beep horn has relay under dash?

Yes. Starting in 1968 Chrysler moved the horn relay from under the hood to under the dash (likely near the left kick panel). The switch provides ground to energize the relay providing 12v to the horn(s).

Jim thanks I found it and disconnected it and it went off so it's Definately the culprit

Actually I think the 69 B body still had the horn relay out by the horns themselves. 70 was definetly the year that the relay got moved inside ! Glad you found it, now to track down why the relay is staying on . . .

Well, probably the culprit. If the wire that goes to the horn switch is grounded that can also cause this problem. I would check that wire with a meter.

I'd think the horn relay would be on the firewall. I'd seperate the steering column dangling connector & with your VOM see if the horn wire in the column half of the connector has continuity to ground & it should not unless the horn button is pressed. Then on the horn relay pull off the connector that goes back to the steering column then under the dash see if the horn wire in the body harness half of the dangling connector which is the other end of the wire you pulled off of the relay has continuity to ground & it should not. If both do not then that only leaves the horn relay that it is permanently grounding that circuit which is somewhat rare usually it's from the horn relay from that terminal downstream on that one wire toward the horn button that is improperly grounded & usually touching/grounded under the horn button
