Something got bent during removal. That isn't uncommon. Check the wire frame that engages the floor hooks. They may need to be bent to a postion to allow the seat to sit lower.

don't look like it? The system is simple enough hooks on top and the bottom has two loops that just slip into a keeper? but it appears the bottom loops hit the keeper not allowing them to sit low enough so the top hooks sit in the bracket?

The bottom loops go in front of those, not inside them. I'll find a photo, back soon.....

Edit , I thought I had a photo of that area with the seat bottom out but I can not find it, sorry.

so the back just hangs? or does the pressure from the seat keep in in place?

Did not see any bolt? Just the loops on the seat back and brackets welded to the frame?

Later seat backs had tabs welded to the body that are folded over to hold the seat in place. Use pliers to straighten them out so they stick out like a finger, hang the seat back and swing the bottom in so the fingers go through the lower loops. Them fold them over to hold the seat in place.

Here is a photo that shows one of the seat back mounting brackets (the painted one)on a 1970 model.

The wire loop from the seat back sits on the face of this, then a hex head screw with a captive washer passes through the 'U' of the seat wire loop and goes into one of the three holes. You can see which one was used for this car because the screw opened it up some when installed.
