Yep I ran 3/4 fill on my round track car for yrs with no problem, should'nt be a problem with good cooling system.

it's a strong block. why would u want to fill it for 20 miles of street use? oil temps will be higher on street use.

maybe it is already filled.

It would be cooler in Canada. I ran a 3/4 filled on the street. Really needed an oil cooler but water temp was just fine.

Water temp will be just fine because it is not contacting as much area or carrying away as much heat, the area around the bottom of the bores will have little place for the heat to go and it will build heat in that part of the block but it is just iron so how cool does it have to be. If oil temp gets out of hand (it probably will) then run a good oil cooler then the top and bottom of the engine will be fine and the middle will be like a giant heat sink. I bet if you had a temp sensor mounted deep in the filled part of the block you would be supprised how hot it gets in there
