With all things being the same, how much of an improvement will
you see changing from a 3:23 gear to a 3:91 gear set?

Should give you over .10 in the 60 foot if you don't spin but will improve numbers all the way down the track.

Plus you will raise the cruising rpm by about 600rpm.

Maybe none Maybe some Every car is different, the complete package has a lot to do with the results Heavy car that dosen't spin the tires will see some possible benefits, a light weight car that spins the tires with the 3.23 ratio now will problly not see a reduction in the 60 ft times, probally spin worst

My Satellite will 60 ft within .02 with either a 26" slick or a 28" drag radial and a 3:23 gear. Both hook well so the difference in tire diameter (same as a gear change) is next to nothing. The taller tire has had the best 60 ft. The other thing I see is more MPH with the tall tire. Quarter mile ets are a bit lower with the 28" also. I have run all the following on my car with the same gear and the only real difference is using a sticky tire vs a real street tire.

Real street tires:
215/75-14 (26.5")
235/75-15 (29")
255/60-15 (27")
295/50-15 (26.5")

Sticky race tires:
26X10-15 (26") slick
275/60-15 (28") drag radial

The best time ever...13.06
The worst best time for any of the street tires...13.40
The difference mostly is having a sticky tire that will hook. If all these were the same compound there might be about .03 to .05 between all of them. For my car lower gear hurts it all the way plus I will not have a street car that I can't cruse at 70+ MPH all day in. If it's nothing but a track car that would be different.

I saw a far greater improvement in sixty foot times by using a quality converter (PTC) than changing from 3.23's to 3.91's. Around town fun factor is higher with the 3.91's, freeway driving is less fun. A quality converter will also lower cruising RPM's by a couple hundred.
