The filter length isn't the problem.
I have seen a loose/too long power steering belt hit on the water pump pulley but never on the oil filter. . If you look at the picture posted above by DPelliter if the person has the correct parts it's kind hard to imagine the belt hitting the oil filter unless he has some enormous belt or the wrong setup ?
This is a case where not answering the question specifically is a good answer.

cool, thanks for the help guys. I guess thats what i get for going to the local auto parts store.??? Seems stuff from them is always a 50/50 shot whether it is going to work or not. As for the hoses, again O'reilly around the corner. The number on the top hose is 20630 and the bottom is 20663, thought im not 100% the bottom one is the correct one. It seems a little long, i had to trim some off. Still a little long, but i'll deal with that when i get it close to running, which should be in a couple weeks hopefully.
