The horn button on my road runner was painted and is flaking off (was like this when I got the car, so I don't have any other info). Anyone have any pointers on removing the paint/dye so I can redo it?

I wouldn't try paint thinner or anything like that. It might melt the rubber. There is a product sold on QVC called Joe Campenella stain remover, degreaser. This stuff really works. And it won't eat the horn button up. Its tuff, effective, and should produce the results you are looking for.
