I have a 408 stroker 360 that is exturnally balanced. If I switch the harmonic balancer, do I need to have the motor rebalanced? What if I keep the same flex plate and neutrally balanced torque converter?

If the balancer is external you are good to go, if it's internal balance...You will need to get the motor balanced and use a neutral balance flex plate.

So long as the balancer was a stock balanced for external balance 360 that you are using with the stroke package, you should be able to swap it without issue. Should be easy to tell by looking at the it for the offset lobe on it for the external balance design.

the rotating is balanced with the harmonic balancer...unless it was with a neutral one, you will need to have it balanced

Only if they did modifications after a "stock" balanced for external. Its not a bad idea to get it all rebalanced, but not 100% necessary assuming whatever you put on there is by a company that does things to spec and has good quality control. And that the people who balanced your engine didn't actually touch the stock external balanced style harmonic balancer that you had on there before.
