Cold water or hot water?
If it's cold water and the condensate drain isn't plugged then you probably have a bunch of ickies built up in the evaporator case. It can prevent condensate from getting out.
One of my techs at work had a plugged condensate line on his VW Caddy diesel. The system filled the A/C box with condensation and froze it. He had a frost line about 4" high on the side of his A/C box. The evap temp switch is apparently bad on his.
We are brothers and sisters doing time on the planet for better or worse. I'll take the better, if you don't mind. - Stu Harmon

could be a cracked or broken drain pan that is assuming its cold water
