The black texture finish on the '70 seat belt buckle..... What is it? Some sort of textured paint, thin vinyl bonded to the buckle? Mine need refinished and I have no idea what to use.

The buckles are vacuum sealed with a vinyl coating. If you want something in a spray can that's close, try SEM Landau Black.

Is anybody out there providing this service? Is there a powder coat that would have the texture finish (that should be close to a vinyl coating, shouldn't it?).

The textured finish is in the metal, not the coating. I do complete seat belt restorations.
