I accidently chipped the deck of this 440 while smashing out frozen pistons. Its into the bore but not into the ring area. Could this pose a problem?

You're going to have it bored/honed anyway, right? So any "lip" protruding into the cylinder will be cut down level... also make sure it doesn't stick up above the deck.

If you're sure it's well above the top ring travel, the other problem might be the head gasket fire ring. If the head gasket bore is large enough, should be ok.

Since you are going to bore it I doubt it will be an issue. just make sure it's nice and smooth inside the bore.

make sure whatever head gasket you're going to use will seat properly in the chipped area

Just make sure your head gasket goes around the chipped area, and does not overlap it. If you're boring it, there might not be much or any of that chip left after anyway.
