I must be the one that Murphy loves, I've had multiple problems with Smith Bros pushrods, breaking, burning up thier pushrods and adjusters and so on I am a dealer for both Mantons and Smith Bros, I'll only use Smith Bros products on flat tappet cams when the customer insist on them, every thing else gets Mantons

The number of threads showing isn't the whole picture - it's just easy to remember. Depending on the design, the ball may have considerable stem length before the thread starts (as yours shows). Here, the shortest practical length (leaving some wiggle room for wear) is the height of 1-2 threads (not actual threads) below the rocker, if that lets the cup clear the body. If you have 3/8-24, 2 threads is about .083", much closer to the rocker than you show - which raises the ratio. Note: it's also helpful to have enough thread showing to release the pushrod, which means (roughly) the ball radius.
I would guess he did the geo and saw that a shim was a needed correction. If yes, it's still needed (although I'd prefer a shim under the pedestal).

Long ago I started to seat new pushrods to new adjusters to insure a near perfect fit in the cups. I put the adjuster in a drill press and apply some valve grinding compound in the cup. Spin the drill and you can see the exact area of contact gain in size. what you want to see is a nice wide band of contact. The two stay as a pair after that.Why and what happens when this is done ? When you make some pulls or passes and go back for that final adjustment check there will be little or no change in lash that got larger that you normally would see .

I used shims to correct the geometry. I'm not an expert but I tried with the knowledge I have to build the best motor I can. With the shims I can correct the geometry. May be more expensive solution but I can't afford it See actual pattern geometry...
