It's always frustrating to be so close and then have problems. This is when I either step back and relax for awhile or call in reinforcements, meaning I call my brother or some one else just to come over and help me recheck everything. Sometimes the problem is so obvious that I can't see it and a fresh set of eyes can spot it right away. I'm sure you will figure it out quickly and be on the road soon.
This would be so much easier if I knew what I was doing...

power flows thru the FL into the bulkhead then inside to the ammeter, thru it then to a splice where it T's to the light sw to the ign sw and to the fuse box. You just previously worked w the FL so I'd start there

Check your fusebox. My charger used to do that because I piggybacked all the wires off three 3 terminals for juice. I found out that the stress of the terminal cause a loose connection. The slightest jiggle would restore juice. I have since hooked up one cable and ran it to an 6-gang ATO fuse strip mounted close to the fusebox and divert power that way

Is your car an automatic? If so could be a bad neutral safety switch.
