I'd like to buy a set of 68-72 small bolt pattern disk brakes to convert my 69 Dart from manual front drum brakes to manual disk. What I would like to know is if I get a set of factory SBP disk brakes, do I have to change the upper and lower control arms or were the same arms used for both drum and disk?

Same control arms, different spindle and lower ball joint.

Do you have 9" or 10" brakes? You can get new brake kits that bolt on to the stock spindles and will accept either sbp or lbp wheels. I have wilwood with dual bolt parents. Just a thought.
