Don't know what kind of car you have, but my '69 Barracuda sway bar was painted black with a yellow paint daub in the middle

My 69 Barracuda struts (assembled Hamtramck) were just rusty with no signs of any paint anywhere. This indicates to me that they most likely had a 'natural', dark, blue-black finish of mill scale like you would see on a bare, un-phosphated bolt.
There have been lots of posts here about finish on struts and rear springs by wiping on gun bluing and then RPM. This is what I plan to do immediately after rust removal. I'll probably use EvapoRust in a PVC pipe section.

The named expert, David Patik, says the paint "flexed" off as the sway bar flexed, so maybe in some cases some people couldn't find any paint left at all?

"Cast" is not a correct term for sway bars. Sway bars like the black painted one on my 69 Barracuda that had swaged and pierced ends with interior bends would have been made from a steel round bar that was hot worked. The hot work, and possibly some heat treatment, would have left a blue-black mill scale on the bar like you would see on round bars, angles, or flat bars at a hardware store.
Painting such a bar with a cast, silver, or stainless color would be off base. If you want a 'natural' appearance, it should be blue-black, as in treating with gun bluing and then coating with RPM or similar. Such is the case with strut bars also.
The same bins in a hardware store that hold the bar mill products with blue-black mill scale on them also hold the pieces of steel sheet that have a silver or stainless metallic color with no mill scale. Such is the original color of Mopar rear spring hangers and drive shafts. These were made with steel making processes that left no mill scale.
