Here is a photo. This is taken looking at the face of the carb body where the primary fuel plate and bowl bolts up. The threaded hole on the right is where the base screw comes into the carb body. The hole to the right goes through the body and though a hole in the base. When the metering plate is bolted on the back side of the power valve is in this cavity. I have put on a new body to base gasket, new metering block gasket and new power valve gasket. Any suggestions?

the only way for fuel to get there is if the power valve, the power valve gasket, or the metering plate gasket is leaking. that hole in the base plate is for the vacuum signal to the power valve. since you already replaced the power valve gasket, i'd check or replace the power valve.
