With both items marked 'Not on S.O." - my best guess is not on Shipped Order.
The bumpers in that color should have been available from the start, so maybe they were not in stock when needed?
Here is an image of the cancelled wheels for you;
They look like the Diamante's wheels?

I have a Mr Norm's 71 Charger R/T that was ordered with colored bumpers but was shipped with chrome as were a lot of the cars ordered through that dealership. From what I understand Mr Norm ordered cars in groups and adding the colored bumper would have slowed down the line so they were shipped with chrome instead.

I'm guessing 7/6/70 was the first day you could place an order for a 1971?
I know Mr Norm ordered around 30 (total) Super Bee's and Charger R/T's and I'm sure a bunch of Challenger's at the same time. They probably didn't have the colored bumpers ready for the first cars being built.

It was also ordered with the rear speaker and road wheels but built without the speaker and the broadcast shows EV2 painted steel wheel with dog dish

Yes it is - it was very nice to see the car in Carlisle. In my 30 years in Mopar it makes the third original M73 car I've ever seen.
Morty - Thanks, but as much as I'd like it to be, I don't consider it an original rubber bumper car. It was ordered that way but for whatever reason not delivered that way. Rubber bumpers are not listed on either the build sheet or the window sticker.
Guess you're back down to two
I'm not sweating it - I think they're awesome and its cool that I have some documentation that indicates it was supposed to have them.

Here's something interesting on the car's history (at least it's interesting to me). The car was ordered in July 1970 and was delivered in late Sept 1970. It sold for $5,889.24, but not until Sept of 1971. The original owner said he bought the car off the showroom floor. I saw this pic in a recent Muscle Car Review. It was taken from Hot Rod magazine article written in May 1971. I can't make out if that's a shaker or not and the grille could be argent (instead of R/T black) but one can always dream...
Damn! I just noticed it doesn't have the front spoilers (like mine). Time to wake up I guess.
