11.2 with iron heads and pump swill, yeah, that could be a problem. What is you total timing? Have you jetted it at all? It could be very lean as well.

It's leaking antifreeze on the outside of the block, none getting in the oil or oil in the antifreeze. I believe its around 26 degrees at 2500 rpm
Ah, ok. My 360 did that as well. If it's not pouring out just kind of seeping it may stop on it's own but you may need to put sealer on the head bolt threads.

you should not have any problems with fel-pro gaskets, to me it sounds like you need a new torque wrench

On the newer blocks the head bolt holes are not blind, they go into the water jacket and need to be sealed.

In other words you are not BLOWING the head gaskets, as in the combustion chamber losing it's seal - you are leaking coolant. BIG difference.
IF your deck surfaces are too smooth, like they are when you use the scotchbrite discs to clean the old gaskets off, the heads can leak as you describe - graphite or composite gaskets do not like a polished surface. Also, any chance your head bolts are bottoming out on debris in the threads, and not getting full clamping pressure?
