I swapped regulators on my '79 van. The old one had the headlights flaring up bright.

I popped it off the fire wall and swapped on a used one.

Does it need to be grounded? The battery was pretty dead this morning. I jumped it and checked the voltage. It wasn't charging. I have it hanging out in case I need to swap on a new one.

yes. Connect the case to ground with a jumper wire with alligator clips and it if it now charges, bolt it down (clean under the holes) and you're set

I hope you put that battery on a battery charger. Charging a dead bettery in the car can play havoc with you charging system.

Yep brought my roll around charger with me. I hit it for 40amps for 1 hour. Then did 2 amps. Fired it up, turned on the head light for 10 minutes with it running. The meter said 13.4.

I have been to Nashville and back. Everything is fine.

Grind away the coating on the back of the voltage regulator, this must be grounded directly to the case to the car chassis. The OE Mopar regulators are powdered-coated and/or painted on the back side preventing a solid ground connection.

Just my $0.02..

Chrome like other finishes is not the optimum conductor.
Still best to take it down to the basic surface (copper) as a solid connection to chassis ground is pertinent for proper VR operation...

I like using external star washers for mounting the voltage regulator and ECU because they bite through the paint and chrome to make a good ground connection.

I do the same and I like to run a braided groundstrap from one of the mounting bolts/screws to the engine as well.
