It is? There is a lip that stops water splash from entering unless you submerge the drum. Drum brakes dont like water. This is why there is a gasket and plug for the adjuster.
I would advise using somethign to seal it.

That's fine and will do. Adjusters freeze up too soon as it is...keep as much water out of there as you can.
I just took a set apart that was so bad I chucked the whole backplate with everything on it in one piece.
