okay still having gauge problem issue. B-Body 1970 ralley dash.
key on 11.9 volts to gauge input wire. engine running 14.4 volts to gauge input wire is this normal?

That is exactly how it should act with a cool engine compartment.

A standard or standard replacement voltage regulator is temperature compensated. When the VR and engine compartment get hot, voltage with the engine running will drop a volt or so to 13.x. Also normal. This protects the battery which does not like higher voltage whn hot.
