How do these things get air into them? Are they known to choke the performance of an engine or are they decent? What is the purpose of them VS the snorkel air cleaners that came out later?

the base plate is smaller in diameter than the top. so it comes in underneith.

Both kinds were available at the same time. Typically unsilenced air cleaners are for higher performance as they are less restrictive.

Yep, many High Performance, all fresh air hood cars and '68-down slant sixes.
